Compose conventional commit trailers

Have meteor compose a conventional commit trailer for teams who want to use trailing metadata for commits, based on what is currently supported on input.

• BREAKING CHANGE: <description> for teams who want a breaking change description, this should be skippable and only prompted if breaking change was selected.
• Issue: <@ticket> for teams who don't want ticket in the commit message
