No .configure

The INSTALL file says

the shell commands `./configure; make; make install' should configure, build, and install this package.

There is no ./configure file.

I am not the author, but try running the bootstrap shell script first:
./bootstrap

It will use autoconf to generate a configure file. Hope that helps!
