combine_below on each layer?

Today combine_below is a global setting, not a per-layer one, right?
Would it be complicated to move this parameter into each layer definition, using the value in settings as the default value? So as the definition is consistent with combine_points and combine_polygons_below?
If I develop it, would you accept a PR? Do I just need to follow how it was done for combine_points or is it more complicated?
