Create file-sync deploy action

Purpose
The purpose of this ticket is to create an action that can be called from VS Code that simply syncs the deploy directory on the robot.

I've done no research on how hard this is, but it seems like we would want to add some sort of SFTP action to build.gradle that we can run initially from the command line using gradlew but eventually hook it into vs code.

Project Scope

• Add action to build.gradle to file sync the deploy directory
• Hook the new action into VS Code somehow
