Good timing. I actually did a bunch of releases today so ifopt should have a tag for the current state of master. Also generated one for Tesseract and trajopt_ros. I should have one for tesseract_planning today or tomorrow. |

This pull request updates dependencies.rosinstall and dependencies_with_ext.rosinstall to use a newer version of ifopt, and to use the release tags for tesseract/tesseract_planning which currently use commit sha. A newer release tag for ifopt is not available, so a commit sha is used.
@Levi-Armstrong we need a new release tag for ifopt to capture a few important bug fixes that aren't currently available in a release.
