Move hints to tooltips

Is your feature request related to a problem? Please describe.
Currently, item sheets have a large amount of hint texts beneath their form fields. Some of these are unnecessary and should be removed, but others are not and need to stay. The problem is they take up a lot of real estate and disrupt the flow of the UI substantially.

Describe the solution you'd like
Instead of hard-visible hints, have on-hover tooltips with a (?) icon next to the label.

Implemented the styling and basic template layout for this in #210, so this ticket is jut about moving all hints to tooltips in the same format

put this in for 1.0 as this is mostly polish so to get 0.3 out sooner than later we can roll without it
