Certain effects added from talents (example case is the Hardy talent again, but Composed is another valid example) are entirely passive and don't need to appear as a toggle-able option.
Describe the solution you'd like
Ideally a simple toggle on an item that says 'hey this effect is permanent' would simplify things a lot. Then, either don't display the effects from this item on the actor sheet at all or show them in a "persistent effects" list that has no toggle option.
Describe alternatives you've considered
This is a low priority option as it works perfectly fine as-is, but this would be nice QoL to reduce clutter when players start to gain a lot of abilities that turn effects on and off.

Another potential benefit of this feature would be for improving how Conditions are handled. If we have a the ability to apply effects the user can't toggle, we will be able to apply certain Conditions via Active Effects (such as Enhanced) without duplicating space on the Effects tab as currently done (such as by the Enhance stormlight action).
