[Perf]: Add benchmarkdotnet project for running the tests and filtering them

I was going through NUnit and noticed that they did performance improvements for test filtering and I now have some ideas for TUnit, It would be very helpful if we had benchmarks for test running and test filtering. Ideally this would be done on a large project.

Contribution

I might be able to do this, but I'm not sure how I would create benchmarks for a TUnit test project.
