Attack Behaviours should send units to a common staging area if the group they're in isn't attacking.
This should happen when they register with the attack handler to say that they need a job, and the attack handler should provide that location
The closest spot of interest to the enemy that is occupied by Shard would be the easiest/simplest to implement I think.
