sugar-chef dependency has been broken

Could not find chef-sugar-5.0.0 in any of the sources

It looks like the author of chef-sugar, Seth Vargo, has pulled their repo in protest to some recent decisions taken by Chef. (see https://github.com/sethvargo/chef-sugar/tree/4d6d882621504606fb1a17556f95f930da5bfc3d).

Chef has since created their own repository (https://github.com/chef/chef-sugar) and created a Ruby package named chef-sugar-ng.

Testing pzakha/omnibus-td-agent@84cc852 as a potential fix.

I hope updating omnibus gem fix the problem.
