Building on macOS fails #291

I'm following the build instructions but when I get to:

bin/omnibus build td-agent3

I get bin/omnibus: No such file or directory. The only files in bin/ are gem_downloader and pkg_build. Any help would be much appreciated.

Edit: I would try https://github.com/fluent/fluent-package-builder but it requires macOS 10.15. I need to build for macOS 10.13 and 10.11.
