[MIR] component-mismatches doesn't watch restricted

Request

The binaries from broadcom-sta are in restricted but have Recommends: module-assistant while module-assistant is in universe.

The component-mismatches reports do not warn about this.

  We acknowledge the problem, my gut feeling is because of "restricted". But this needs someone with time to debug. Hope to find someone in future MIR meetings, today no one raised a hand :-/
