[MIR] Please document that build dependencies are no more needed

In https://bugs.launchpad.net/ubuntu/+source/node-mathjax-full/+bug/2101889 I asked if the packages were proposed for main because they are used during package builds to build documentation.

A few years ago we decided BD-only depends do not need to be in main.

I think we should:

• find the discussion and decision in the mail list archives
• summarize it here
• reference it here
• document how exactly this is implemented (jbicha found https://git.launchpad.net/~ubuntu-core-dev/ubuntu-seeds/+git/ubuntu/tree/supported#n112 which feels familiar)
