MIR - further improve awareness of "who is responsible to do what" - part I doc responsibilties #89

https://canonical-ubuntu-project.readthedocs-hosted.com/MIR/mir-roles-and-steps/#resolve-issues and other deep links on that page are great at explaining who does what.
But I recently had a case of someone being unsure and I realized that https://canonical-ubuntu-project.readthedocs-hosted.com/MIR/mir-process-states/ does explain states, but not yet well the responsibilties on the transitions.
Could we utilize deep links to elements of https://canonical-ubuntu-project.readthedocs-hosted.com/MIR/mir-roles-and-steps from https://canonical-ubuntu-project.readthedocs-hosted.com/MIR/mir-process-states to fix that without adding duplicate text to the page?
