Changing memo visibility isn't intuitive

I think the current way of choosing a visibility level isn’t very intuitive.
It’s too easy to click Save when you actually meant to change the visibility first.

My idea would be to have a dropdown for the visibility level next to the Save button, on its left side.
I know it was like this before, but it's just easier to use like this in my opinion.

It would also be nice to be able to change the visibility of a memo after saving it, so even if you misclick, you don’t have to rewrite everything from scratch.

Maybe I’m the only one with this issue, or maybe there’s already a simple solution.
But I wanted to start this discussion to see if anyone else has experienced the same problem, and what ideas others might have for improving it.
