Update preferred language page to remove reference to OMB M-17-06

OMB-17-06 was replaced by OMB-23-22. We need to update the Preferred language page on the USWDS site to:

• Remove OMB-17-06 in the reference section and replace it with OMB-23-22
• Compare guidance on Preferred language page to OMB-23-22 and made any necessary updates where guidance has changed since OMB-17-06

This ticket closes #2510.

3/12 - I have compared OMB-23-22 to what's currently on the Preferred language page on our site. Other than replacing the reference to OMB M-17-06 with a reference to OMB-23-22, I don't think additional updates need to be made. The content on this page is more specific to usability concerns about langauge options than it is about the more general translation and localization guidance provided in the memo. @annepetersen and @thisisdano - will be updating the reference with the team and then submitting for FFR. cc @finekatie

3/15 per discussion at CS/UX/a11y sync on 3/14 we are closing this ticket, and no updates will be made to the preferred language page. The guidance on the page still hold up in light of OMB M-23-22, and we want to keep the reference list as it was when this guidance was last updated in 2022.
