Describe the bug

HTMLProofer error preventing CircleCI tests:

For the Links > External check, the following failures were found:

* At ./_site/components/link/index.html:3724:

  External link https://assets.section508.gov/files/508-standards-applicability-checklist.docx failed (status code 404)
