Adjust ISM Policy to snapshot

Describe the bug

The ISM policy was not properly enforcing snapshot timing, causing recent indices to be included instead of only those older than 24 hours.

Regression Issue

Expected Behavior

Snapshots should only include indices older than 24 hours, aligning with the intended ISM policy.

Current Behavior

The ISM policy captured recent indices in snapshots instead of limiting them to those older than 24 hours, impacting the expected snapshot schedule.

Reproduction Steps

1. Go to Settings.
2. Enable snapshotting in Data Retention.
3. Check the snapshots and observe that they include recent indices instead of only those older than 24 hours.

Possible Solution

Update the ISM policy transition conditions to ensure snapshots are only applied to indices older than 24 hours.
