Investigate adopting Tracing

We should investigate how to adopt Tracing in Postgres. We should ensure, that users who don’t need Tracing do not suffer a performance hit from Tracing being there.

This would be great. Now that Vapor supports tracing out of the box, and AHC has a PR for tracing, Postgres is my other most common upstream call that I'd love to see traced without wrapping every call manually.
