vcell alert blinking icon and message

PR #1618 Dan vcell alert

Next to the blinking red icon we now display the title of the actual message in
https://vcell.org/webstart/VCell_alert/VCell_Alert.html
If the title is missing or malformed we display a generic message
The message fades when the icon stops blinking, about 1 minute after opening the vcell client
