Support copying Disk labels to snapshots in GCP plugin #9049

Describe the problem/challenge you have
It can be difficult to track costs of disk snapshots for multi-tenant GKE clusters in Google, it would be great if disks labels would be copied over to the snapshots as part of the backup process.
Describe the solution you'd like
When a snapshot is made by the GCP plugin the labels which are on the disk should be copied over to the snapshot.
