Improve Adopters Recruting and Onboarding Process

As our community growing, I'd suggest we make the adopter relavant process more clear and transparenty.
Todo items identified so far:

• 1. formalize adopter recruting process
• 2. add a new process(with issue template) for adopter onboarding
• 3. provide a guide for new adopters(organizaitons) and invidiuals from adopter organizations to join and keep connected with the community.
