It's now applied in two phases:

  1. First a coarse grained which does not take into account the size of the patch to be merged, this allows cutting off a tail of assessments without needing to check them since it's not dependent on the size to be merged in.
  2. A second more accurate check during merge assessment that takes into account details of the patch(es) to be merged. This has been reworked to now also cover non inert merges.

In a test run on segmenting a CJK font this gave a 35% reduction in brotli calls.
