I'm requesting an early TAG design review of Paint/presentation timestamps in performance APIs.

Aligning different paint-related timestamps in all the relevant performance APIs, by having one "interoperable" timestamp
and one coarsened platform-specific "VSync" (or "pixels on screen") timestamp.
