Put v3.1 PDF user_guide/tutorials/solution on wannier.org

Once #493 is merged, we should put the old user_guide/tutorials/solution booklet PDFs on the https://wannier.org, as historical references.

Links to the PDFs should be added to the mkdocs index.md as well.
