Problem
Validator creation fails due to fee denomination validation bug after recent change from uward to award.
Error
insufficient fees; got: 300award required: 300uward: insufficient fee
Expected Behavior
Fee validation should properly convert between award and uward denominations (1 award = 1,000,000 uward)
Actual Behavior
System directly compares numerical values without denomination conversion
