Rename position-visibility-no-overflow-scroll to make it part of a series

I'm adding a variant of position-visibility-no-overflow-scroll in https://github.com/web-platform-tests/wpt/pull/55295 and it would be nice to rename the original to -001 so they are more obviously equal variations on the same theme... It's part of Interop, though so I didn't want to touch it; filing an issue here to track the idea.
