#reload synchronously fires a navigate event, triggering asserts

What is the issue with the HTML Standard?

#reload will synchronously fire an assert, regardless of if there are ongoing events or method trackers. This should be able to be fixed in a similar manner as #11409, and should be considered in #11579.

In gecko we solved this by actually having a bool to run the abort loop in the beginning of #fire-a-push/replace/reload-navigate-event, but if we in #11579 move the abort loop to #inform-the-navigation-api-about-aborting-navigation, then we could call that in #reload , before calling #fire-a-push/replace/reload-navigate-event, even though #fire-a-push/replace/reload-navigate-event would do that in case of same document.
