Some countries allow only Civil Protection agencies to issue "Alerts", and the CAP from Met should be named "Vigilances CAP", it is just a word difference (replace across Website "Alerts" by "Vigilances") and it is only in few countries (e.g Benin, Burkina Faso) for now.
