yarn fetch packages stuck and very slow

as shown in the image my yarn is stuck while fetching packages, this is working fine with npm.

D:\torque_new\torque>yarn -v
1.22.22

D:\torque_new\torque>node -v
v22.13.1

D:\torque_new\torque>git -v
git version 2.47.1.windows.2

D:\torque_new\torque>npm -v
10.9.2
