使用logbook 2.16.0，配置了exclude参数，也只是配置了exclude，但还是被拦截，并导致druid monitor 无法正常登陆

设置了 form-request-mode值为off，目前登陆是ok了，但是还是会拦截/druid请求, 看起来exclude选项未起效

Hi @randeexiong, is the issue reproduces on the last Logbook version? Also, could you please explain what you were trying to achieve, which configuration did you apply, and what was the outcome?
