Implement the RFC from #15339 on top of the subsumption machinery. The handler registers at the app root and is available from every page — its job is to be reachable when the operation a script wants is not. - path validates against the registered route catalog with matchPath, so parameterized routes work and the model cannot navigate to a guess - reason is a required schema field, rendered in the approval card ("PXI wants to take you to Playground — '…'") - never auto-accepts: bypass edit mode still shows the card - accept resolves only after the route change commits; a navigation the router refuses (blocker/unsaved work) resolves { ok: false } - rejection resolves { ok: false } with a do-not-retry, offer-a-link instruction, so the script continues gracefully - dispatch's not-mounted error and the execute_ui instructions now point at ui.navigation.goTo, closing the self-healing loop - unit tests cover validation, parameterized matching, already-there, accept/blocked/declined, and the no-bypass rule Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
