Add trusted signing account creation

Hey folks, I'm starting to write the documentation for our Learn docs, and It looks like I need some quickstart templates to reference on those. In case youre wondering, the service is called trusted signing but we used to be called azure codesigning, hence the RP I used followed the ARM original definition (microsoft.codesigning).

Guidance would be greatly appreciated.

Looks like the pipeline is requesting that I split the set of files to change just 1 folder, will do that.

Looks like the deployment is trying to do a rollout into the default West US region, I'm modifying the pipeline to execute on eastus for my test, since the service is not currently available on westus.

5:03:37 PM - Error: Code=AccountLocationInvalid; Message=WestUS is no longer supported. Recommendation is to create a resource in other regions.
