Describe the bug

Whenever I promote an Acting Head of Staff, they're always shirked out of their own department, and instead of appearing in it or the Command department, they only appear in the Miscellaneous section of the crew manifest. I've tried to fiddle with this and I can't get them to appear in the Command or their origin department by messing with the department highlights; this shirking is probably reversible if their job is re-set to a normal, non-Command one. This has been discussed before but no report was ever made and no action was taken. Something erroneous is going on where the Command department is unable to handle transfers for whatever reason. Another important mention is that I always trim the person's ID to the appropriate job icon, so it may also have something to do with the trim.

What did you expect?

I expected a crew member's promotion or otherwise transfer into a Command role or the Command department to show them in the appropriate department(s) on the crew manifest, instead of removing them from those categories and tucking them away at the very bottom in the Miscellaneous category. This can be really confusing for anyone who's trying to determine who is in Command at any given moment, and it looks messy and bad.

Reproducible steps

  1. Use the Head of Personnel's logged-in ID console to modify the access and job assignment of an ID.
  2. Reassign the ID to any Command role.
  3. Eject the ID and trim it to that appropriate Command role in the ID and PDA painter.
  4. Observe the ID's name's location on the crew manifest of either the PDA app or the lobby menu listing. The name of the ID will not be present in the Command department or the Head of Staff's corresponding department, but will instead be all the way down in the Miscellaneous category.
