Resolve issue 1572, Implements Org Audit Log

Closes User Registry Planning & Development

• correctly fixes audit logging so audits automatically get created when an org is updated or created
• If an audit does not exist, it will be created from the currently saved org
• If there are actually no changes when updating an org, don't log it
• add ability for org_identifier to take is UUID and shortname for audit endpoints
• add integration test for checking audits automatically get created
