feat: update localization to receive and apply locale changes from core-registery-ui

This PR addresses the following key aspects of the localization feature for the climate-explorer-uii:

• Updated the localization implementation to receive locale changes broadcasted from the parent app via window events.
• Fixed existing localization issues to ensure accurate and consistent translations within the app.
• Enhanced the app to dynamically update its locale settings based on changes made in the parent app.

These improvements ensure that the app maintains a consistent language setting in sync with the parent application, enhancing the overall user experience.
