When abandoning a camp, it doesn't get cleanly removed but keeps a broken "camp survey" tile. You cannot reopen a camp on the same tile or otherwise it drops a "Invalid basecamp recipe faction_base_camp_0" debug message on you and gives you a broken basecamp with no crafting recipes or options. This debug error repeats itself whenever you open the bulletin board.
I recreated this bug in a clean modless save in the evac shelter. In this case the steps are:
1.Start in the evac shelter
2.Get a friendly NPC (spawn or any other way)
3.Tell him to build a camp here, and pick the regular evac shelter basecamp
4.Tell him to abandon the camp
5.Tell him to build a camp here again, you will only have one option, the barebones camp
6.Interact with the sign spawned from step 3
Expected behavior
There are several expectations depending on what you would want.
One is that an abandoned basecamp is put "on ice" and can be continued whenever while staying on the overmap. Since all the built infrastructure doesn't just disappear after abandoning a camp.
Another would be the basecamp being cleanly abandoned without any symbol on the overmap, and reestablishing it later would only allow a barebones basecamp, since the basecamp tile may have been altered from the regular overmap tile it was before establishing it the first time. This would be the "cleanest" and most thorough way of removing an unwanted basecamp from the game.
