CU-869az43jq: MedCAT v2: Distribute cogstack-es and medcat-scripts

This PR will (attempt) to make this support MedCAT v2.

It does so by making the following changes:

• Remove the working_with_cogstack submodule
• Add explicit dependence on medcat
• Add explicit dependence on cogstack-es
• Use (not as of yet published - see feat(medcat): CU-869azeyvz Add scripts download CLI cogstack-nlp#206) medcat CLI to download medcat-scripts (used to be working_with_cogstack)
• Add image build time argument COGSTACK_BACKEND
  • To specify the back end, either
  • ES8 -> Elasticsearch 8
  • ES9 -> Elasticsearch 9
  • OS -> Opensearch
