Make sure every answer is commentable and "convert to answer" is displayed on comments

In the current master branch there seem to be two problems:

• comments are not available on each answer. This is due to an unterminated form in sort_tabs.html which throws off the HTML parsing
• "convert to answer" on comments was displayed as a 0x14 link due to missing styling

This patch fixes this. It is somewhat large because I regenerated the minified css files.

Thanks! Already fixed the unclosed form tags, but I'll land the style changes tomorrow. No need to compress resources, I'll take care of that.
