Add worker unstick-ing thread

This should fix #5214 by adding a hack that just lsofs the Toil worker process every once in a while, while tolerating various hangs.

We still have no real insight into what lsof does to un-stick a stuck worker, or why the worker gets stuck in the first place. But this should hopefully help @glennhickey and the other users who have been reporting this stuck-job problem on our Slurm cluster.

Merger Checklist

• Make sure the PR passed tests, including the Gitlab tests, for the most recent commit in its branch.
• Make sure the PR has been reviewed. If not, review it. If it has been reviewed and any requested changes seem to have been addressed, proceed.
• Merge with the Github "Squash and merge" feature.
  • If there are multiple authors' commits, add Co-authored-by to give credit to all contributing authors.
