Fix otel docker image build when running on a tagged pipeline #35390

What does this PR do?

otel docker images were using the CI_COMMIT_BRANCH variables which doesn't have a value on tagged pipeline instead of CI_COMMIT_REF_NAME. This PR replace one by the other.
