fix(windows): remove duplicate strip of datadog-installer.exe#51337

datadog-installer.exe was registered with windows_symbol_stripping_file twice: once inside the GO_BINARIES loop and once explicitly below it. The stripper has no dedup, so it ran the cp-then-strip pair twice; the second pass copied the already-stripped binary over the .debug file, leaving the published debug artifact with no DWARF and no .gopclntab. Result: addr2line and `go tool addr2line` both refused to symbolize installer stacks from kernel traces / crash dumps. Remove the duplicate registration. agent.exe and other GO_BINARIES were unaffected because they are not double-listed.

The second pass copied the already-stripped binary over the.debugfile, leaving the publisheddatadog-installer.exe.debugwith no DWARF and no.gopclntab.Motivation
When triaging a Windows installer hang from an xperf trace,
addr2lineandgo tool addr2lineboth refused to symbolize installer stacks because the.debugfile shipped indatadog-installer-*-x86_64.debug.ziphad been stripped of all debug info. agent.exe and other Go binaries were unaffected because they are only listed once inGO_BINARIES.
