What does this PR do? What is the motivation?
Informs users that AWS Govcloud/AWS China accounts are not supported for CSM > Resource Catalog feature in AWS integration tile.
The motivation is to reduce tickets being opened due to an error persisting in the UI which is considered invalid and consequently flagged as a bug.
