What does this PR do? What is the motivation?

Was reviewing a PR, and it seemed there could be a case for adding a parameter for lowercase site values (i.e., the lowercase version of dd_datacenter). I had Cursor gut check my hypothesis and it found a good handful of instances where this could be used (iOS/mobile SDK configurations, hardcoded endpoints/URLs). Checked in with Heston and he's on board with this, too.
