Description

Removes wait-for-it usage in docker-compose.yml and uses healthchecks and depends_on conditions instead.
Adds some frequently-used (by me lol) functionality to the Makefile

How to test

make build ENV=dev


          Remove wait-for-it, add healthchecks. Add functionality to Makefile.
