Add yamlfmt + yamllint

Motivation

Address #1722

Changes

This adds yamlfmt and yamllint to add automatic formatting and linting to our yaml files

The reason we need both is because yamlfmt cannot check for key ordering while yamllint is only a linter so it cannot automatically re-format the files

After this is approved and merged, a follow-up should be done to update .yamllint to set key-ordering from disabled to enabled and the existing issues with key ordering should be resolved

Workflow

1. ⚠️ Create your PR as draft ⚠️
2. Work on you PR until the CI passes (if something not related to your task is failing, you can ignore it)
3. Mark it as ready for review
   • Test logic is modified? -> Get a review from RFC owner. We're working on refining the codeowners file quickly.
   • Framework is modified, or non obvious usage of it -> get a review from R&P team
