First tranche of work incorporating the Compiler User Guide into the MkDocs set.
This tranche brings in the document as it was in its previous incarnation. Once approved, changes will be made to take account of the presences of 400 I-beam in the Dyalog APL Language Reference Guide.
Note that this document will be included as part of Dyalog v21.0 onwards, not before.
