Japanese keyboards never have only hiragana on the labels, at least I have never seen one like that. In fact, many (most?) Japanese people type Japanese using romaji input methods, which are the default in modern OSes; the direct kana method is considered more advanced.

For reference of what actual keyboard labels look like, check the
key picker (although it uses katakana, most modern keyboards have
hiragana instead), or Wikipedia.
