Brings a python interface to the maint-5.6 cime branch. This interface allows the addition of file forpy_mod.F90 to the csm_share library to be used by any component. The link step is accomplished by building in a suitable conda environment with the xml variable USE_CONDA=TRUE. An example cam application is provided on derecho in /glade/work/jedwards/Forpy_example
