Actually I will merge this in now, and it will be officially included in 2.9 (and documented as such), but will actually be present in 2.8.2. This just to get this in sooner rather than later. |

Similar to CsvGenerator.Feature.ALWAYS_QUOTE_STRINGS, CsvGenerator.Feature.ALWAYS_QUOTE_EMPTY_STRINGS forces quoting of empty strings.
This is important for some data warehouses, which use quoting to differentiate between null and empty-string.
